It is noted that the presented normative documents contain outdated information corresponding to the middle of the last century. Documents do not match the current level of development of science and knowledge in the field of calculation of structures for seismic stability. In the analyzed papers old seismic input information is used. This information has been obtained by using a small number of earthquakes accelerograms recorded in analog forms. At present the designers are not provided Regulations for the design of earthquake-proof structures in areas with high seismic activity.

Long-term estimates of seismic and tsunami hazard: problems of methodology and observational data

The paper discusses methods and approaches used in Russia and abroad for mapping tsunami hazard on the coasts affected by tsunami waves that is for solving the problem of the preliminary tsunamizonation of the coast. The methodological commonality of this problem with the problem of seismic zonation of coastal territories is noted. The latter is solved now in all countries on the basis of the methodology of the PSHA (Probabilistic Seismic Hazard Assessment). A similar methodology for tsunamizonation is called PTHA (Probabilistic Tsunami Hazard Assessment). Methodological problems of hazard assessment and problems of completeness and reliability of observational data are discussed.

Current state and problems of engineering seismology: detailed seismic zoning and seismic microzonation

The paper considers the current state and prevailing problems of engineering seismology, its place in practical urban development, and possible ways of their solution. Particularly, the methods for expected seismic hazard assessment and the results of their implementation in the form of maps of general seismic zoning (GSZ), detailed seismic zoning (DSZ), seismic microzonation (SMZ), and features of their practical use are considered.
A brief analysis of the problems caused by the formal use of the considered seismic hazard assessments in practical works was carried out. It is shown that, in these conditions, the quality and strategic depth of normative documents, especially those newly developed, become of prime importance.

Ensuring the safe operation of buildings and structures of increased responsibility in complex engineering and geological conditions requires a special approach to engineering surveys and construction. When designing ground bases, it is necessary to take into account the dynamic effects of man-made or natural origin. In this case, it is necessary to provide for a complex of special studies of the foundation soils. The results of the investigations make it possible to obtain the mechanical properties of soils necessary for subsequent calculations. As a rule, calculations are performed in modern software systems by numerical simulation of the «foundation-construction» system. Forecasting the stress-strain state of the soil base, taking into account special studies of soils and numerical modeling, allows to ensure strength and stability, as well as safe operation of the proposed structure during its entire service life.

Recent methods of detailed seismic zonation and seismic microzonation

In the design and construction in seismic areas of modern structures, which are often multi-storied and complicated, it is extremely important to correctly estimate the parameters of possible strong ground motion, such as, its intensity, peak ground accelerations, velocities and displacements, its duration, the waveforms, and spectral composition. These parameters are determined by the properties of seismic sources (source effects), of the crust and upper mantle in the region (path effects) and local site effects, i. e. ground response, the influence of surface topography, etc. As known, the source and path effects can vary significantly from region to region; they are described by a finite number of parameters, and seismologists should estimate their regional values. To date methods are developed for reliable assessment of seismic motion parameters required in the design and construction of earthquake resistant structures..

Comparison of three methods of probabilistic analysis of seismic hazard at the examples of Sochi and Kamchatka

The infrastructure construction in seismically active areas require a detailed analysis of the possible seismic effects. To date, several methods of probabilistic analysis of seismic hazard (VASO). The paper compares the results of applying the three methods VASO. Model-based foci, based on the smoothing of the spatial distribution of epicenters of the observed earthquakes, compared to the method of Cornell-McGuire, Parametric-Historical method and the method based on the use of synthetic earthquake catalogs (Monte Carlo). For research were selected two regions of Russia, these regions were the maps of seismic hazard recurrence periods of 475 and 2475 years. The results showed that the differences in the estimates of risk in this approach is relatively small. The method of Cornell-McGuire gives the highest rating of danger, evaluation of the other two methods is somewhat lower.

The problem of regulation of urban development in territories with the risk of earthquakes and other negative (dangerous) natural and technogenic impacts is very relevant. According to experts, the time has come for widespread introduction of the term «integrated city-planning safety» into practice, which most accurately determines not only the importance of the indicated problem in the framework of the country»s agglomeration development, but essentially specifies the vector of concrete actions and the key, with which it is necessary to improve legislation and system of measures for the response of relevant ministries to possible threats of the near future. If we take this as the axiom, then the problem of seismic safety of structures and cities should be considered as a basis and at the same time an integral part of the problems associated with providing integrated urban safety. In view of the foregoing, the concepts of «town planning» and «seismic» security are based on the general methodological foundations, which are given in the report.
